This Addendum is a follow up to the  publication of the above Tender Notice that was uploaded in the County Government of Kitui website; www.kitui.go.ke and the National supplier’s portal; www.tenders.go.ke respectively on 28th November,2018 inviting applications from eligible Suppliers/Contractors to submit bid documents for the said tenders.

We would like to notify all eligible bidders and those who have downloaded the tender documents of the following changes necessitated by the need to ensure effective dissemination of information and the nature of contractual obligations resulting from the tendering process;

  1. That the closing date has been extended by twenty three (23) days to 3rdJanuary,2019 from the date of this addendum;
  2. That in order to enhance inclusivity and competitiveness in the tendering process some of the tenders are hereby changed from framework agreements to registration of Suppliers/Contractors;
  3. That the tender documents relating to tenders for registration of suppliers have been amended to reflect “Registration of Suppliers” instead of framework Contracts.

REQUEST FOR PROPOSAL FOR PREPARATION OF LOCAL PHYSICAL DEVELOPMENT PLANS FOR ZOMBE MARKET CENTRE AND MIGWANI MARKET CENTRE

Background                                  

The County Government of Kitui is in the process of preparing local physical development plans for Zombe and Migwani market centres. 

The main objective of the project is to delineate the planning boundary, provide a spatial framework for growth and development of the market centres aforesaid and the enhancement of security of land tenure.

Zombe market centre is in Zombe/Mwitika Ward in Kitui East Sub County in Kitui County. It’s the administrative headquarter for Kitui East Sub County. It serves a catchment population of 6,000 people. Zombe market centre covers approximately 1.2 km radius. The ward covers an area of 580.5km2 and has a population of 22,542 persons according to 2009 population and household census.

Migwani market centre is in Migwani ward in Mwingi west Sub County in Kitui County. It’s the administrative headquarter for Mwingi West Sub County. It serves a catchment population of 28,129 people according to 2009 population and household census report. Migwani market centre covers approximately 1.5 kilometre radius. The ward covers an area of 658.10 km2.

The Notice of Intention to Plan under the Physical Planning Act Cap 286 has been successfully executed for the above market centres as required by law.

Scope of the Assignment

The planning area will cover each market centre and its environs. The local physical development plan shall propose the urban limit with the planning area covering approximately 50km2 for each market centre subject to necessary consultation with the County Government of Kitui.

 

Objective of the Assignment

The main objective of the assignment is to:

Define a vision for future growth and development of the market centre over the next 10 (ten) years.

The purpose of the local physical development plan:

Provide basis for coordinated programming of county projects that enhances responsive services to residents.

Provide an overall integrated spatial framework for urban growth of the market centre.

Interpret and integrate strategic national, regional and county policies and plans.

Guide human settlement and other activities in a sustainable manner.

Provide a basis for efficient and effective delivery of infrastructure and social       services to the residents.

Identify natural resources, analyze their levels of utilization and propose innovative ways of utilization that promotes prosperity and posterity.

Identify local opportunities for job creation and employment.

Provide a framework for revitalizing industries, trade and commerce to spur economic development.

Identify environmental and ecological concerns and make proposals for protection and conservation purposes

Mandatory requirements

  • Firms that bid jointly should submit consortium agreements between the parties, with the roles of each party clearly defined.

 1. REQUEST FOR PROPOSAL FOR CONSULTANCY SERVICES FOR KENYA URBAN SUPPORT PROGRAMME AND DUSTLESS TOWNS PROJECTS

 BACKGROUND

The government’s overall response to Kenya’s urban development challenge is articulated in the National Urban Development Policy (NUDP).  The NUDP, approved by the Cabinet in 2016, intends to contribute towards the realization of the broader development goals articulated in Vision 2030 by addressing the key challenge of urban development.  It envisages secure, well-governed, competitive, and sustainable urban areas and cities, and aims to facilitate sustainable urbanization through good governance and the delivery of accessible, quality and efficient infrastructure and services.  The overall objective of the NUDP is to provide a framework for sustainable urban development in Kenya by pursuing specific objectives.

 The State Department of Housing and Urban Development (SDHUD) has designed the Kenya Urban Program (KenUP), as a vehicle to implement the NUDP.  KenUP has also been formulated in the context of the existing legislation on urban development, including the County Government Act (2012) and the UACA.  Acknowledging that there are limited incentives for counties to address urban development challenges and no dedicated institutions for urban management, KenUP aims to establish effective and empowered urban planning and management systems that deliver infrastructure and supporting services, economically efficiently and effectively based on locally determined urban integrated development plans (IDePs) and town plans.

County governments will play a pivotal role in implementation of the Program. Their responsibilities include among others, establishing urban institutions for effective urban management and managing the flow of Program funds at this level, and consolidating the fiscal reporting from municipal boards for onward submission to the National Treasury.  To facilitate within-county coordination and coordination with the national government, a County Program Coordination Team (CPCT) will be formed in the county government, under the overall responsibility of the county executive committee (CEC) member responsible for urban development.

In order to actualize the program, the government through the National Treasury has secured financing from the World Bank towards this goal and the funds have been allocated to main urban centers within the counties towards improvement of urban infrastructure including roads, water and modern markets among others.

The County Government of Kitui through the County Ministry of Health and Sanitation wishes to initiate two consultancy assignments on Consultancy Services on Universal Health Coverage (UHC) Survey for Kitui County and Consultancy Services for the Development and Implementation of Universal Integrated Health Management Information System (IHMIS) for Kitui County and several development projects planned for the year 2018-2019 aimed at improving communities livelihoods at local levels.

Some of the development projects are reserved for Registered Contractors who operate and are located within Kitui County and that preferences shall be accorded to firms belonging to Youth, Women and Persons Living with Disabilities in line with the Public Procurement & Disposal Regulations (Preference and Reservations) and Legal Notice No. 114 of June 2013.

1. REQUEST FOR PROPOSALS (RFP)

TENDER NO. CGOKTI/MOH/143/2018-2019: REQUEST FOR PROPOSAL (RFP) FOR CONSULTANCY SERVICES ON UNIVERSAL HEALTH COVERAGE (UHC) SURVEY FOR KITUI COUNTY

INTRODUCTION

The County Government of Kitui has prioritized the Universal Health Coverage for its people. To achieve this, there is need to undertake UHC survey for mapping health insurance coverage in the county to provide the county Government with information for implementing the proposed health insurance scheme; as well as deriving the current levels of selected health indicators for effective bench-marking, planning, implementation monitoring and evaluation of appropriate interventions/programs and measuring other health related indicators. It is against this background that the County Government of Kitui is seeking a qualified and competent firm/consultant to conduct UHC baseline survey.

OBJECTIVES OF THE PROPOSAL

The objectives of the RFP is:

  • To collect information/data with a view to establishing a database
  • To effectively plan, implement, monitor and evaluate programmes of the health sector,
  • To assess affordability and accessibility of health services that will determine the extent of health insurance coverage in the County
  • To design and roll out of UHC services in Kitui County,
  • To implement initiatives aimed at the reducing maternal and child mortality in the county.

SCOPE

Data collection will be carried out in the 8 sub counties focusing on specific information relevant to the health insurance coverage and health indicators of the population in the county.

TIME FRAME

The implementation of the survey will take two months with strict adherence to timelines. The consultant will be expected to provide a detailed work plan with clear time lines and milestones.

COST OF REQUEST PREPARATION & SUBMISSION OF PROPOSAL (RFP) DOCUMENT

The consultants should submit a financial budget for the implementation of the UHC Survey detailing all the activities that will be undertaken. The applicant shall bear all costs associated with the preparation and submission of the RFP and the county Government will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the submission.

 QUALIFICATION REQUIREMENTS

The interested firms/consultants should submit applications including company profile and provide information showing that they are qualified to carry out the tasks. Firms/ consultants will be expected to have staff with qualifications and experience in the relevant field required for the implementation of the tasks outlined below. The staff MUST have previously participated in designing and conducting national Censuses and sample surveys which include the Kenya Demographic and Health Surveys (KDHS), Multiple Indicator Cluster Surveys (MICs), the Kenya Integrated Household Budget Surveys, National Household Health Expenditure and Utilization Surveys and National Immunization Coverage Surveys. Previous working experience with United Nations agencies will be an added advantage.  The lead consultant of the firm must be a holder of a minimum of Master’s degree in Social Sciences from a recognized University, preferably Social Statistics, Demography, Population Studies, MPH or any other related field with experience of at least 10 years in designing and conducting censuses and socio-economic sample surveys. In addition, the firm should have capacity in the development of web based mobile phone applications for data-capture in field interviews, preferably CSPro CSEntry. The firm should have capacity in carrying out data analysis using any of the specialized statistical software that includes recent versions of either SPSS or STATA. The lead consultant should also have experience in analyzing surveys on the utilization of health services. Previous experience in compiling and analyzing morbidity and mortality data will be an added advantage.

TENDER NO: CGOKTI/MOH/144/2018-2019: REQUEST FOR PROPOSAL (RFP) ON CONSULTANCY SERVICES FOR THE DEVELOPMENT AND IMPLEMENTATION OF UNIVERSAL INTEGRATED HEALTH MANAGEMENT INFORMATION SYSTEM (IHMIS) FOR KITUI COUNTY

INTRODUCTION

The County Ministry of Health & Sanitation has expressed the need to establish an Integrated Health Management Information System (IHMIS) as a one-stop point for accessing comprehensive data on the performance of the Health Sector in Kitui County. The new system, will integrate all the systems in the health Sector for performance reporting, administration and monitoring and evaluation.

 OBJECTIVES

The objectives of this RFP is to:

  • Design the Integrated Health Management Information System (IHMIS)
  • To assess the existing infrastructure,
  • To determine the scope of implementation of the new system
  • To install and implement IHMIS for the county. 

SCOPE OF WORK

The IHMIS will be implemented in all public health facilities in the 8 sub counties and all health administrative offices.

TIME FRAME

The implementation of the two components of the IHMIS will span over a period of 10 months, upon signing of the contract. The consultant will be expected to provide a detailed work plan.

COST OF DEVELOPMENT OF THE RFP

The firm/consultants should make a budget for the implementation of the consultancy detailing all the activities that will be undertaken with milestones. The applicant shall bear all costs associated with the preparation and submission of the RFP and the county Government will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the submission.

QUALIFICATION REQUIREMENTS

For the development of the Integrated Health Management Information System, the firm should have done similar assignments in at least three reputable organizations. The firm is therefore expected to have capacity in developing IHMIS. The lead consultant for this component should be a holder of a minimum of Bachelor’s degree in Computer Science or Information Technology with experience of a minimum of 5 years. Other post-graduate training will be an added advantage. The other team members should also be suitably qualified. Detailed documentation on the expertise in the team should be provided.
