ADDENDUM TO TENDER NOTICE

This Addendum is for the publication of Tender Notice dated Friday, October 26th 2018, which was published in The Standard Newspaper inviting applications from eligible consultants & contractors to apply for consideration in providing the services & works.

We would like to notify all eligible bidders of the following clarifications in the tender document;

  1. That the Timeframe for implementation of the UHC Survey is 4 Months and NOT 2 months as indicated in the RFP tender document for CGOKTI/MOH/143/2018-2019 on page 28.
  2. That the Scope of work and methodology for UHC has been amended as shown on page 26 of RFP document
  3. That the Deliverables for UHC has been amended as shown on page 27 of RFP document.
  4. That a copy of the confidential business questionnaire form has been attached for you to fill page 30 of UHC RFP document & page 33 of (HMIS) RFP documents. This was missing from the original RFP document.
  5. That a copy of business permit/ licence Must be attached to all tenders.
  6. That the NCA for tender Nos.CGOKTI/MOH/146/2018-2019 and CGOKTI/MOH/147/2018-2019 is hereby amended to NCA 6 and above and NOT NCA 2 and above.
  7. That payment Schedule for UHC and HMIS has been amended as Shown on page 27 of (UHC) and page 91 (HMIS) RFP documents.
  8. That the deadline for submission of ALL tenders has been extended by Nine (9) more days to Thursday 22nd, November 2018 at 12: noon.
  9. Interested eligible bidders may download the revised tender documents with the amendments from the county Government of Kitui website link www.kitui.go.ke and National Government Portal www.tenders.go.ke free of charge.

TENDER NOTICES

The County Government of Kitui through the County Ministry of Health and Sanitation wishes to initiate two consultancy assignments on Consultancy Services on Universal Health Coverage (UHC) Survey for Kitui County and Consultancy Services for the Development and Implementation of Universal Integrated Health Management Information System (IHMIS) for Kitui County and several development projects planned for the year 2018-2019 aimed at improving communities livelihoods at local levels.

Some of the development projects are reserved for Registered Contractors who operate and are located within Kitui County and that preferences shall be accorded to firms belonging to Youth, Women and Persons Living with Disabilities in line with the Public Procurement & Disposal Regulations (Preference and Reservations) and Legal Notice No. 114 of June 2013.

1. REQUEST FOR PROPOSALS (RFP)

TENDER NO. CGOKTI/MOH/143/2018-2019: REQUEST FOR PROPOSAL (RFP) FOR CONSULTANCY SERVICES ON UNIVERSAL HEALTH COVERAGE (UHC) SURVEY FOR KITUI COUNTY

INTRODUCTION

The County Government of Kitui has prioritized the Universal Health Coverage for its people. To achieve this, there is need to undertake UHC survey for mapping health insurance coverage in the county to provide the county Government with information for implementing the proposed health insurance scheme; as well as deriving the current levels of selected health indicators for effective bench-marking, planning, implementation monitoring and evaluation of appropriate interventions/programs and measuring other health related indicators. It is against this background that the County Government of Kitui is seeking a qualified and competent firm/consultant to conduct UHC baseline survey.

OBJECTIVES OF THE PROPOSAL

The objectives of the RFP is:

  • To collect information/data with a view to establishing a database
  • To effectively plan, implement, monitor and evaluate programmes of the health sector,
  • To assess affordability and accessibility of health services that will determine the extent of health insurance coverage in the County
  • To design and roll out of UHC services in Kitui County,
  • To implement initiatives aimed at the reducing maternal and child mortality in the county.

SCOPE

Data collection will be carried out in the 8 sub counties focusing on specific information relevant to the health insurance coverage and health indicators of the population in the county.

TIME FRAME

The implementation of the survey will take two months with strict adherence to timelines. The consultant will be expected to provide a detailed work plan with clear time lines and milestones.

COST OF REQUEST PREPARATION & SUBMISSION OF PROPOSAL (RFP) DOCUMENT

The consultants should submit a financial budget for the implementation of the UHC Survey detailing all the activities that will be undertaken. The applicant shall bear all costs associated with the preparation and submission of the RFP and the county Government will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the submission.

 QUALIFICATION REQUIREMENTS

The interested firms/consultants should submit applications including company profile and provide information showing that they are qualified to carry out the tasks. Firms/ consultants will be expected to have staff with qualifications and experience in the relevant field required for the implementation of the tasks outlined below. The staff MUST have previously participated in designing and conducting national Censuses and sample surveys which include the Kenya Demographic and Health Surveys (KDHS), Multiple Indicator Cluster Surveys (MICs), the Kenya Integrated Household Budget Surveys, National Household Health Expenditure and Utilization Surveys and National Immunization Coverage Surveys. Previous working experience with United Nations agencies will be an added advantage.  The lead consultant of the firm must be a holder of a minimum of Master’s degree in Social Sciences from a recognized University, preferably Social Statistics, Demography, Population Studies, MPH or any other related field with experience of at least 10 years in designing and conducting censuses and socio-economic sample surveys. In addition, the firm should have capacity in the development of web based mobile phone applications for data-capture in field interviews, preferably CSPro CSEntry. The firm should have capacity in carrying out data analysis using any of the specialized statistical software that includes recent versions of either SPSS or STATA. The lead consultant should also have experience in analyzing surveys on the utilization of health services. Previous experience in compiling and analyzing morbidity and mortality data will be an added advantage.

TENDER NO: CGOKTI/MOH/144/2018-2019: REQUEST FOR PROPOSAL (RFP) ON CONSULTANCY SERVICES FOR THE DEVELOPMENT AND IMPLEMENTATION OF UNIVERSAL INTEGRATED HEALTH MANAGEMENT INFORMATION SYSTEM (IHMIS) FOR KITUI COUNTY

INTRODUCTION

The County Ministry of Health & Sanitation has expressed the need to establish an Integrated Health Management Information System (IHMIS) as a one-stop point for accessing comprehensive data on the performance of the Health Sector in Kitui County. The new system, will integrate all the systems in the health Sector for performance reporting, administration and monitoring and evaluation.

 OBJECTIVES

The objectives of this RFP is to:

  • Design the Integrated Health Management Information System (IHMIS)
  • To assess the existing infrastructure,
  • To determine the scope of implementation of the new system
  • To install and implement IHMIS for the county. 

SCOPE OF WORK

The IHMIS will be implemented in all public health facilities in the 8 sub counties and all health administrative offices.

TIME FRAME

The implementation of the two components of the IHMIS will span over a period of 10 months, upon signing of the contract. The consultant will be expected to provide a detailed work plan.

COST OF DEVELOPMENT OF THE RFP

The firm/consultants should make a budget for the implementation of the consultancy detailing all the activities that will be undertaken with milestones. The applicant shall bear all costs associated with the preparation and submission of the RFP and the county Government will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the submission.

QUALIFICATION REQUIREMENTS

For the development of the Integrated Health Management Information System, the firm should have done similar assignments in at least three reputable organizations. The firm is therefore expected to have capacity in developing IHMIS. The lead consultant for this component should be a holder of a minimum of Bachelor’s degree in Computer Science or Information Technology with experience of a minimum of 5 years. Other post-graduate training will be an added advantage. The other team members should also be suitably qualified. Detailed documentation on the expertise in the team should be provided.

INVITATION TO BID

The County Government of Kitui publicly invites competent and qualified consultants & contractors to apply for consideration in providing the above services & works. The bid documents must be accompanied by the following mandatory requirements:

  • Provide copies of Company registration, VAT, PIN and TAX Compliance Certificate;
  • Be registered with the National Construction Authority (NCA) for construction tenders.
  • The Form of Tender and Confidential Business Questionnaire must be fully filled and signed by authorized person(s) with full names of Directors/Owner(s), copies of their National Identity Cards.
  • For Consultancy tenders, provide Consultant’s profile clearly indicating previous work undertaken relevant to the RFP. Attach at least three samples of work done including details of the contact persons.
  • Certified evidence of professional and academic qualifications as detailed in the RFQ document.
  • List of three referees (organizations where similar work has been done) for Consultancy tenders.
  • Bidders are required to comply with section 74(1) (i) of the PPAD Act, 2015 that makes it a mandatory “requirement of serialization/pagination of pages by the bidder” for each bid submitted.
  • MUST Submit bid security from a reputable bank or Insurance Company of more than 120 days from date of closure.
  • There will be a post qualification evaluation for Consultancy tenders whereby Officers from County Government of Kitui will visit the head office of the manufacturer of the software for the companies that qualify in both Preliminary & Technical evaluation stages.
  • The team will carry out a separate visit to three or four facilities where the software has been installed and it’s already in operation.

Further, Tenders from the following Tenderers shall be treated as non-responsive and therefore subject to disqualification: -

  • A Tender from a Tenderer whose Directors/Owners/shareholders are either County Public Servants, State Officers or their spouses and or their children;
  • A Tenderer who makes attempts of any kind to influence the tender outcome by soliciting for information during tender evaluation, communicating with tender evaluators, corrupting any Public Officers and any other forms to win favors shall automatically be disqualified and recommended for prosecution;

Those downloading the tender documents from the County Government of Kitui Website and National Government Portal are requested to present their Particulars to the Supply Chain Management Office for registration. Either online through (procurement @kitui.co.ke) or physically to the procurement office at County Treasury.

Bids shall be valid for a period of 120 days after bid opening.
