 TENDER NOTICE

 1. REQUEST FOR PROPOSAL FOR CONSULTANCY SERVICES FOR KENYA URBAN SUPPORT PROGRAMME AND DUSTLESS TOWNS PROJECTS

 BACKGROUND

The government’s overall response to Kenya’s urban development challenge is articulated in the National Urban Development Policy (NUDP).  The NUDP, approved by the Cabinet in 2016, intends to contribute towards the realization of the broader development goals articulated in Vision 2030 by addressing the key challenge of urban development.  It envisages secure, well-governed, competitive, and sustainable urban areas and cities, and aims to facilitate sustainable urbanization through good governance and the delivery of accessible, quality and efficient infrastructure and services.  The overall objective of the NUDP is to provide a framework for sustainable urban development in Kenya by pursuing specific objectives.

 The State Department of Housing and Urban Development (SDHUD) has designed the Kenya Urban Program (KenUP), as a vehicle to implement the NUDP.  KenUP has also been formulated in the context of the existing legislation on urban development, including the County Government Act (2012) and the UACA.  Acknowledging that there are limited incentives for counties to address urban development challenges and no dedicated institutions for urban management, KenUP aims to establish effective and empowered urban planning and management systems that deliver infrastructure and supporting services, economically efficiently and effectively based on locally determined urban integrated development plans (IDePs) and town plans.

County governments will play a pivotal role in implementation of the Program. Their responsibilities include among others, establishing urban institutions for effective urban management and managing the flow of Program funds at this level, and consolidating the fiscal reporting from municipal boards for onward submission to the National Treasury.  To facilitate within-county coordination and coordination with the national government, a County Program Coordination Team (CPCT) will be formed in the county government, under the overall responsibility of the county executive committee (CEC) member responsible for urban development.

In order to actualize the program, the government through the National Treasury has secured financing from the World Bank towards this goal and the funds have been allocated to main urban centers within the counties towards improvement of urban infrastructure including roads, water and modern markets among others.

The County Government of Kitui through Kitui Municipality invites proposals for consultancy services to review designs and co-ordinate supervision of the proposed projects as listed below.

 MANDATORY REQUIREMENTS

Interested bidders should note that only those meeting the criteria indicated below as minimum, supported by the relevant documents at submission will be considered for further evaluation: -

  1. Provide copies of Company registration, VAT, PIN and TAX Compliance Certificate;
  2. Be registered with the National Construction Authority (NCA) and must attach copies of registration certificates as proof and current licence
  3. The Form of Tender and Confidential Business Questionnaire must be fully filled and signed by authorized person(s) with full names of Directors/Owner(s), Names of proprietors (for sole proprietors) and names of partners (for partnerships), copies of their National Identity Cards, copies of Business Registration Certificates and copy of business permit/licences.
  4. Bidders are required to comply with section 74(1)(i) of Public Procurement and Asset Disposal Act 2015. That makes it mandatory “requirement for serialization/pagination of bid documents by the bidder” for each bid submitted.
  5. Site visits for the projects will be on Thursday 15th November 2018 and Friday 16th November 2018 at the Kitui Municipality offices between 9.00am to 4.00pm.

 Further, Tenders from the following Tenderers shall be treated as non-responsive and therefore subject to disqualification: -

  • A Tender from a Tenderer whose Directors/Owners/shareholders are either County Public Servants, State Officers or their spouses and or their children;
  • A Tender from a Tenderer who has been served with a default notice on the County’s previous and on-going projects. No renderer will be considered for more than one project.
  • A Tenderer who makes attempts of any kind to influence the tender outcome by soliciting for information during tender evaluation, communicating with tender evaluators, corrupting any Public Officers and any other forms to win favours shall automatically be disqualified and recommended for prosecution;

 Eligible candidates may download the Tender Documents from the Kitui County Website (www.kitui.go.ke) and National Government Portal (www.tenders.go.ke) free of charge with effect from Friday 9th November, 2018. After downloading the tender documents bidders are requested to present their Particulars to the Supply Chain Management Office for registration, either online through (This email address is being protected from spambots. You need JavaScript enabled to view it.) or physically to the Procurement office at The County Treasury.

Bids shall be valid for a period 90 days after bid opening and submission of Tenders must be accompanied by bid security as indicated in the tables above. For firms belonging to Youth, Women and Persons Living with Disabilities no bid security would be required, however this category of businesses shall be required to sign a Bid Security Declaration Form to be provided to the eligible applicants.

Tenders will be publicly opened immediately thereafter, in the presence of participating bidders or their representatives who choose to attend. Tenders delivered after closing date and time shall not be accepted.
