Declaration of Vacancies in the Kitui Public Service

Kitui County Public Service Board (CPSB) is a body corporate established under Section 57 of the County Governments Act, 2012 pursuant to Article 235 of the Constitution of Kenya 2010. Section 59 of the County Governments Act 2012 outlines the functions of the CPSB among them being “appoint persons to hold or act in offices of the county public service including in the Boards of cities and urban areas within the county and to confirm appointments”. Pursuant to the above constitutional and legal provision, Kitui CPSB invites applications from qualified persons to be considered for the positions outlined below:

1. COUNTY SECRETARY, JOB GROUP ‘T’ ONE (1) POST

Requirements for Appointment
For appointment to this position, a person should:

  • Be a citizen of Kenya;
  • Be in possession of a Bachelor’s degree from a university recognized in Kenya;
  • Have a Master’s degree or higher academic qualifications from a university recognized in Kenya;
  • Have at least ten (10) years relevant experience, five years of which should have been in a leadership position or at a top management level in the Public Service or Private Sector;
  • Possess knowledge of the organization and functions of Government;
  • Have thorough knowledge of the structural, legislative and regulatory framework of the Public Service;
  • Demonstrate thorough understanding of County Government/national goals, policies and developmental objectives including the Kenya Vision 2030;
  • Have demonstrable leadership and management capacity including knowledge of fi nancial management and strategic people management;
  • Meet requirements of Chapter Six of the Constitution on Leadership and Integrity; and
  • Membership to a Professional Association/ body will be an added advantage.

Duties and Responsibilities
A County Secretary will be in charge of administration in the County. He/ She will be the Head of County Public Service. The key responsibilities of this position include:

  • Arranging the business and keeping the minutes of the executive committee subject to directions of the Executive Committee;
  • Conveying the decisions of the County Executive Committee to the appropriate persons or authorities;
  • Ensuring efficient management of resources and co-ordination of County Government of Kitui resources;
  • Providing strategic policy direction for improved service delivery;
  • Developing and implementing an effective performance management system;
  • Developing and implementing strategic plans;
  • Maintaining effective collaboration and partnerships with other organs of the County Government, the National Government, the private sector and other stakeholders;
  • Providing leadership in mainstreaming Information Communication Technology in the operations of the County Government;
  • Promoting values and principles spelt out in Articles 10 and 232 of the Constitution of Kenya in the operations of the County Government;
  • Ensuring the achievement of the goals and objectives of Kenya Vision 2030 and of other County and Inter-Governmental programs and projects; and
  • Performing any other functions as directed by the County Executive Committee and the Governor.

The County Secretary shall provide guidance and direction to the Kitui County Public Service and will be answerable to the Governor. 

Salary Scale:
The salary, allowances and other benefits attached to this position will be as determined by the Salaries and Remuneration Commission.

Terms of Service:
The County Secretary will serve on contract basis.

2. COUNTY CHIEF OFFICER, JOB GROUP ‘S’ FOURTEEN (14) POSTS

Requirements:
For appointment to this position, a person should:

  • Be a citizen of Kenya;
  • Be in possession of a relevant Bachelors degree from a university recognized in Kenya;
  • Possession of a Masters degree or higher academic qualifications from a university recognized in Kenya will be added advantage;
  • Have at least ten (10) years relevant professional experience in the portfolio of interest, five years of which should have been in a leadership position or at a top management level in the Public Service or Private Sector; and
  • Membership to a relevant Professional Association/body will be an added advantage.

A Chief Officer shall be responsible to the respective County Executive Committee Member in one of the following County Ministries:

  1. The County Treasury;
  2. County Ministry of Health and Sanitation;
  3. County Ministry of Education, ICT and Youth Development;
  4. County Ministry of Trade, Cooperatives and Investment;
  5. County Ministry of Land, Infrastructure, Housing and Urban Development;
  6. County Ministry of Tourism, Sports and Culture;
  7. County Ministry of Agriculture, Water and Livestock Development;
  8. County Ministry of Environment and Natural Resources.

Duties and Responsibilities:
A Chief Officer will be in charge of administration of a County Ministry/Department. He /She will be the Accounting and Authorized Officer responsible for:

  • Providing strategic policy direction for improved service delivery;
  • Developing and implementing an effective performance management system;
  • Developing and implementing strategic plans;
  • Ensuring efficient and effective use of Financial and Human Resource, management of information systems and regular financial reporting as required;
  • Maintaining effective collaboration and partnerships with other organs of governments, Ministries/departments, the private sector and other stakeholders;
  • Providing leadership in mainstreaming Information Communication Technology in the operations of the County Ministry/Department;
  • Promoting values and principles spelt out in Articles 10 and 232 of the Constitution of Kenya 2010 in the operations of the Ministry/Department; and
  • Ensuring the achievement of the County goals and objectives and Inter-Governmental programs and projects.

3. DEPUTY COUNTY SECRETARY, JOB GROUP ‘S’ TWO POSTS

Requirements for Appointment

  1. Be a Kenyan Citizen;
  2. Be in possession of Bachelors degree from a University recognized in Kenya;
  3. A Masters degree or higher academic qualifications from a University recognized in Kenya will be an added advantage;
  4. Have at least ten (10) years relevant experience, five years of which should have been in a leadership position or at a management level in Public Service or Private Sector;
  5. Possess knowledge of the organization and functions of Government;
  6. Have thorough knowledge of structural, legislative and regulatory framework of the Public Service;
  7. Demonstrate thorough understanding of County Government/ National goals, policies and developmental objectives including the Kenya Vision 2030;
  8. Have demonstrable leadership and management capacity including knowledge of financial management and strategic people management;
  9. Meet requirements of Chapter Six of the Constitution on leadership and integrity; and

The Deputy County Secretary will deputise the County Secretary in taking charge of administration in the County. He/ She will be responsible to the County Secretary for:

  3. Ensuring efficient management of resources and co-ordination of Kitui County Government resources;

  6. Implementing strategic plans;
  7. Maintaining effective collaboration and partnerships with other organs of the County Government, the National Government, the private sector and other stakeholders;
  8. Providing leadership in mainstreaming Information Communication Technology in the operations of the County;
  9. Promoting values and principles spelt out in Articles 10 and 232 of the Constitution of Kenta in the operations of the County;
  10. Ensuring achievement of the goals and objectives of Kenya Vision 2030 and of other County and Inter-Governmental programs and projects;
  11. Performing and other functions as directed by the County Secretary.
